Tidung Subdistrict Head, Straightforward and Embracing



Smartcitymakassar.com. --Makassar-  As part of Makassar government institution that comes into direct contacts with citizens, subdistrict or kelurahan is the public service work unit that influences greatly the performance of Makassar government as a whole. How best the subdistrict’s performance in delivering their public services, therefore, greatly determines the image of Makassar. Harlina, SE., MM recognized very well this condition.  Since has been mandated in last March 2015 as Head of Tidung Subdistrict (or Lurah), Rappocini District, Makassar, she never stopped to improve the public service management of her area.  For Herlina, who was born on 28 September 1966, in Bontomanai, the position as the Head of Subdistrict is a matter of dedication or service.  Full responsibility is the core value of the dedication.  This Value aims at the benefits of her citizens as a whole.

Pursuing her career from the lower level, as staff at Tamalate Subdistrict in last 1990s, Harlina experiences very well the characteristics and feature of public service works.  These long face-to-face meeting experiences with her people, is what he is really implementing in the area she is managing now.  “Come into direct contact and being in the middle of my people to hear their problems and find the solutions is the key function of a leader”, she said.

This day, how to result Makassar government’s programs, namely Makassar Tidak Rantasa’ (MTR) or Makassar is not unclean, Waste Bank Program (Program Bank Sampah), Lisa Sampah Ambil (LISA) or see and collect the waste, and LPM Bersatu Program, in success are the most prioritized programs.  However, the success of these programs greatly depends on the citizens’ engagement.  To this, Subdistrict has crucial role to encourage and drive these engagements. 

For Harlina, to develop and move citizens participation should be began or initiated by showing exemplification.  “Leadership is exemplification”, stressed Harlina to SmartCity Magazine.  She, accordingly, highlighted to all of her staffs to always put forward their excellent services to their people.  “To be always straightforward to and embrace our people by ways of providing excellent services as well as good exemplification, will definitely impact the increasing engagements of our people”, again she stressed.

Since working with this leadership concept during her term as Head of Tidung Subdistrict, Harlina has been recognizing her peoples’ participation strongly. Enthusiastic responses flow from her people to all Tidung Subdistricts, and part of Makassar Municipality, programs.  People play their great role to every policy she made.

According to Harlina, the key to all leadership importance is the close established acquaintance with her people, neighbors, or everybody.  Strong and close hospitality plays as the main pillar of attitude, which is the most called attention to by Harlina during her term at Tidung Subdistrict.  For every moment she has, Harlina always stands in the middle of her people for chats, to hear their problems, and to motivate them to be kept always optimism.

“The leadership standard at all levels, more specifically at Subdistrict level should be to serve our people, our citizens”, she said.  The maximal and prima public service must be as integrated part of government’s works, especially to Subdistrict that have direct contacts to the activities as well as needs of its citizens.*  (Iskandar Burhan)
